The Country's Warehouse is very similar to the Citizens Inventory.

All Products owned by the Country are listed here.

The Government can create from here Buying Offers and Selling Offers by proposing it for Voting.

In the Transactions submenu you can see all currently running Proposals and the members of the Goverment can vote for or against them.
